HOUGH ON THE HILL PARISH COUNCIL

MINUTES OF AN EXTRAORDINARY GENERAL MEETING OF THE COUNCIL held on Tuesday 23rd June at 7.00p.m. in Hough on the Hill Church, Hough on the Hill

Present: Councillors: Stewart Sharman (Chair), Robert Harris (Vice), Annabel Seage and Megan Powell-Vreeswijk

In attendance: Donna Lang (Clerk), the applicant and one member of the public

The meeting opened at 7.03p.m.

 

1. Apologies for absence.  Cllr Rann had sent her apologies prior to the meeting.

2. Declarations of interest for members.  There were none.

3. Public comments/question time.  Cllr Sharman advised that the purpose of the meeting was to address any concerns regarding the view from the public footpath and impact on the parish.  Cllr Powell-Vreeswijk asked the applicant two questions (i) if there would be a reflection of the panels and it was confirmed the applicant will be using non-reflective panels and (ii) is there a humming sound or could sounds be carried into the open countryside.  The applicant responded that if there are sound issues in the future and there are legitimate concerns she is happy to consider hedging if it does not interfere with the use of the panels.  The possibility of noise may well be offset by the grain store next door in any event.  The panels are not very high and are covering an area of 55 square metres.  Cllr Sharman advised that he had visited the site.  There was no visibility from the road and limited visibility from the public footpath to Caythorpe through the field.  Member of public wished to support the application and supported sustainable clean energy.  The applicant wished it to be noted that they had received a letter of support for switch to renewable energy from Danny Brooks Environmental at Lincolnshire County Council.  

4. Planning Application No S26/0806 to install 27 ground mounted solar photovoltaic panels at Eastern House, Lower Road, Hough on the Hill.  To discuss and agree a response for submission by no later than 1st July 2026 (extension confirmed by SKDC from original date of 24th June 2026).  The Council reviewed the plans and discussed the submission to be given to SKDC.  It was proposed by Cllr Sharman, seconded by Cllr Powell-Vreeswijk and approved to give the following comments to SKDC.  Following discussion if there are any sound issues (not offset by the grainstore) the applicant should consider planting and hedging around the back of the panels.
