All Councillors are summoned to attend a meeting of Hough on the Hill Parish Council on Tuesday 9th May 2023 at Hough on the Hill Church community area, commencing approximately 7.10 pm

Public Forum:  The Parish Council meeting will start at 7.10 pm with a public forum at which members of the public may ask questions or make short statements to the Council. This will last no more than 15 minutes. Members of the public are welcome to stay for the meeting but may not participate unless invited to do so by the Chairman. 

Followed by District and County Councillor reports.


AGENDA

1.   Apologies. To consider any apologies and resolve whether to accept them.

2.   Declarations of interest in accordance with the requirements of the Localism Act 2011.

3.   Resolution to approve Minutes of the meeting held on 28th March 2023.

4.   Resolution to set up and agree Councillors for a Personnel Committee and agree Terms of Reference.

5.   Civility and Respect Pledge: Councillors to consider this matter and it will be agenda’d for discussion at the next meeting.

6.   Planning:

S23/0331 – Single storey extension at Hillside, Lower Road, Hough – pending consideration.

S23/0640 -  Tree works at 12 High Road, Hough – pending consideration.

ENF22/0122 – Beechers Farm felled trees – update by Dist. Cllr.

7.   Highways – consider request for new speedwatch signs at Brandon x 4 = £52.

8.   Litter pick – arrange a date and co-ordinator.

9.   Play area – Wicksteed annual report available – nothing other than low risk items.  Life expectancy of equipment 3-5 years in most cases.  Confirm with Cllr Harris whether he can do repairs recommended by Councillors on monthly checks.  New rota to be set up by Clerk.

Consider two quotes for new play area ground cover; resolution to go ahead, and grant funding to be looked at.

10.   Highways Project – update on refurbishment of phone boxes and noticeboards, and repair of village gate at Brandon.   

11.   Finance – 

[i] resolution to sign bank reconciliation at 31.3.23.

[iii] Resolution to sign AGAR Annual Governance Statement 2022-2023

[iv] Resolution to sign AGAR Accounting Statement 2022-2023.

[v]  Resolution to renew Website Maintenance – 10 hours at £170 plus VAT.         

[vi] Note phone box light at Hough repaired – resolution to pay invoice.

[vii] Discussion and resolution as to which Insurers to renew with at 1st June and whether to sign up to a 3-year agreement.

13.   Consider a date for a Neighbourhood Plan meeting.
