  1. Welcome by Chairman. 

Public Forum:   This will last no more than 15 minutes.  Anyone wishing to speak at this time  should advise the Parish Clerk at least 3 days before the meeting and give information on what they wish to speak about.  ***

  1. Apologies for absence.
  1. Declarations of interest.
  1. Resolution to approve Minutes of meeting held on 10th December 2020.
  1. Planning matters:  S18/ 0078 and S20/0098 – Brandon Wood Clay Shoot application – any new date for planning meeting;  S19/0735 – update on Highways England with regard to new coffee shop on A1; S20/2013 – tree removal at Hough House – approved; S20/2019 – tree works at Jubilee Cottage, Thompsons Lane – approved; S20/2022 – additions and extensions at The Grange – approved; S21/0271 – agricultural building at Grange Farm – pending consideration; S21/0289 – changes to windows at Old Hall Barn – pending consideration; S21/0315 – tree works at 2 Gelston Road, Hough – pending consideration.

Update on planning enforcement at 3 Hough Road Brandon.

  1. Playing field:   December and January reports to hand.  Wicksteed inspection – resolution on any works.  Hedge and tree cuttings outside 10 Carlton Road – contractor has tidied hedge and removed cuttings.  Matting – discussion.
  1. Road safety/Highways.  Gelston Green sign – now in place?  Update on overgrown hedge at Lower Road, Hough. Update on smell at the bottom of Water Lane/drainage – Cllr Milnes. Update on culvert replacement at Brandon – Cllr Maughan. Discussion as to whether trees along Lower Road, Hough are dangerous enough to warrant a report to Highways. Water flow down footpath at the Church, Hough – this is not owned by LCC and both they and Anglian Water deny responsibility.  Black Sluice have cleaned the Brant. 
  1. Footpaths –Footpath 8 – not yet received an application to re-route path.  Nothing from Richard Davies.
  1. Hough on the Hill Relief in Need Charity – resolution to appoint Cllr Barrett as Nominative Trustee and confirm that Robert Mills and Patrick Morgan continue in their role as NominativeTrustees.
  1. Witham IDB – point of contact depends on nature of query.
  1.  Defibrillators – VETS contact lists now updated.  Resolution to pay next years support costs at £349.50 plus VAT.
  1.   Financial matters:

   [a] Bank balances at 28.2.21  £4,813.10 (deposit a/c} and £3,216.62 (current a/c).   

   [b] Resolution to sign bank reconciliation/income & expenditure accounts at 31.12.20
