MINUTES of the Hough on the Hill Parish Council meeting held at 7.30 pm on Thursday 19th September 2019 at All Saints Church Community Area, Hough on the Hill.
Present: Cllr R Kingscott (RK) (in the Chair), Cllrs. R. Holden (RH) V. McLean (VM), Sue Morgan (SM), Steve Rowland (SR), Cty Cllr A Maughan, Dist Cllr Milnes plus 1 member of the public.
Chair read out an email from a parishioner regarding the new gates on the C001; he has offered to paint the gates if the PC decides that they should be painted. The member of the public noted that the speed limit seems to be working. He asked about registration of land at the end of Hall Lane and was given the dates involved. He asked about the PC’s process on planning and was told that each planning application is considered on its own merits, by the PC. If planning approval is not followed then it is a matter for the Enforcement Officer. If any parishioner has any questions then they must write in to the clerk to get a formative response from the PC. Further asked whether Moor Barn Wood could be designated a Local Green Space.

18/19. There were no declarations of interest.
- of the meetings held on 9th May 2019 were read and it was
resolved unanimously to accept them as a true record, and they were duly signed.
S18/1979 – Brandon Barn – conversion of barn to dwelling – approved.
S19/0231 – Windwards erection of triple garage – approved.
S19/0651 – Barakiel Barn – single storey extension – approved.
S19/0735 – Drive through coffee shop at A1 petrol station site - RK has drafted a response for circulation.
S19/0850 - 3 Hough Road, Brandon – erection of single storey extension etc – approved.
S19/1543 – 32 Lower Road, Hough – response by PC is that guttering and downpipe appear to impinge on next door and request that the window design is in keeping with existing.
21/19. Playing field:
Clerk to contact Wicksteed for a quote to repair the agility unit net; to request suggestions in
lieu of bark and ask advice on putting pigeon spikes on the rail ontop of the swings (health
and safety perspective). July and August reports to hand and VM will do September’s.
RK will seek two “Please close the gate” signs and will treat the bench with teak oil. Clerk to
ask contractors to remove the weeds in the hedges. RK and SR will take a look
at the goal posts and remove if in dangerous state. Clerk to order 3 bags of bark up to £400
– thanks to Cllr Milnes for her ward member grant of £200 towards the cost of play area
maintenance.
22/19. Road safety/Highways:
[a] New gates have been installed and were nailed to the posts. It was unanimously agreed
that they should be painted white and RK will speak to the parishioner who offered to do
this work. The “Brandon” sign was taken away by Highways to get a pattern – the design is
completed and is with the Network Team.
[b] “Not Suitable for HGVs” sign at Brandon is now in correct position.
[c] Some work has been done on the overflowing stream at Lower Road, Hough – Cllr
Maughan is awaiting information from Rowan Smith.
[d] Cllr Maughan put forward the preferred gritting route from Brandon to Hough to the
C001 via Gelston but this has been rejected. Cllr Maughan will put this request in on an
annual basis. Re-routing of school buses is assessed on the day but they should not use
ungritted roads.
[e] Speed restriction through Gelston – there are 140 schemes awaiting assessment but Cllr
Maughan has backed ours.
[f] New lineage and signage near the playing field in Hough is supported by Rowan Smith
and is in the next program of works.
[g] Works at Toll Bar service station – more detailed information has been requested as well
as a re-design. This will go to Planning Committee.
- This is now being handled by Countryside Manager – Cllr Maughan to be copied
in to email.
24/19. Brandon Electricity Pole Diversion:Wayleave payment received but works not yet
25/19. Hough defibrillator – Alistair Knott has taken over from Steve Pickard – CHT are aware.
26/19. Communications:noticeboards now unlock/lock but the Gelston one still has water getting
into it and the back board has blown.SM will take to John Lord but also stating that a cork
backing would be preferable.
Next Door now has good coverage.
OnSide – various ideas for a November edition – new Councillors details and request for new
Councillors; LIVES, VETS, Churches, Gates, hedgecutting, gritting routes, public to write to
Clerk if they have any concerns or questions.Councillors to put in ideas and RK will collate.
Cllr Milnes will ask the Brownlow Arms if they will sponsor this edition.Adverts will be
accepted for a financial contribution to producing OnSide.
27/19. Financial matters:
[a] Bank balances at 31.8.19 £4404.41 (deposit a/c} and £6,823.97 (current a/c).
[b] Resolved to sign the bank reconciliation/income and expenditure accounts at 31.8.19.
[c] Resolved to complete and sign the new bank instructions for updated Internet Banking.
[d] External Auditors acknowledged Exemption Request.
- The Church is putting on a film show on 14th November (time to be advised) to promote the Church at Hough. There is a North Rural Panel Meeting on Saturday 28th September and SM is attending.
Cllr Milnes reported significant changes at the top level of SKDC. It is hoped the new Leader will be more open. The planning department is in trouble due to lack of staff but SKDC are looking into this.
Cllr Maughan advised that LCC’s carbon management plan/emissions have improved by 40%. The Highways contract ends on 31.3.20 and three new contractors have been appointed – Balfour Beatty will be responsible for highways maintenance and will take on apprentices. Next stage of the Grantham Relief Road has commenced.
