All Councillors are summoned to attend a meeting of Hough on the Hill Parish Council on Thursday 1st Decemnber at Hough on the Hill Church community area, commencing 6.30 pm prompt.

Please note public will not be admitted until 7.15 pm.

Resolution to go into closed session to discuss matters of a confidential nature.

Parties interested in the Neighbourhood Plan update, please note that this matter will not be addressed at this meeting and is unlikely to be on any agenda until some time in the new year.

7.15 pm  Public Forum:  The Parish Council meeting will be preceded at 7.15 pm by a public forum at which members of the public may ask questions or make short statements to the Council. This will last no more than 15 minutes. Members of the public are welcome to stay for the meeting but may not participate unless invited to do so by the Chairman.

AGENDA

1.   Resolution to co-opt new Councillor.

2.   Apologies.

3.   Declarations of interest in accordance with the requirements of the Localism Act 2011.

4.   Resolution to approve Minutes of the meeting held on 2nd November 2022.

5.   Planning:

S20/0098 – Brandon Wood clay shoot – update by Cllr Milnes.

S22/2153 -  Fell tree at All Saints Church – pending consideration.

ENF22/0122 – Beechers Farm felled trees – update Cllr Milnes.

6.   Highways –   Update on road sign at Carlton Road advertising our play park is ahead. Ordered week ending 11th November – siting some weeks after its delivery.

7.   Dog fouling – update on notice for Brandon bin saying “Dog Waste Accepted”.  Unfortunately there is no spare bin for Hough but SKDC Waste Department may have a second hand one f.o.c.  Discussion regarding a litter pick and resolution whether to go ahead.

8.   Defibrillators –CHT has done an annual check on all 3 defibrillators.  Anyone available to carry out monthly checks on the Gelston defibrillator?  Clerk has asked CHT for information on the number to dial to access the defibrillators.

9.   Play area – Update on November play area inspection.  New rota distributed.

10.   Civility and Respect Project – resolution as to whether to take the Civility and Respect Pledge forward.

11.   Finance –

(i)   resolution to sign bank reconciliation as at 31.10.22.  Note Neighbourhood Plan fund has £1,154.36 in it and this forms part of the bank balance.

(ii)   Internal Audit report completed and satisfactory.

(iii)   Resolution for Chair, Vice Chair, Mark and Clerk to be bank signatories and sign Mandate.

(iv) Discussion and resolution to agree Precept.

12.   Correspondence – ask Mal about generic e-mail address. Discuss moving March 2023 meeting to 21st March.

13.   Date of next meeting – 28th March 2023 (to include the APM).
