September 2021 Minutes

MINUTES of the Hough on the Hill Parish Council meeting held at Hough on the Hill Church Community area at 7  pm on Thursday 9th September 2021.

Present:  Cllr R Holden (in the Chair), Cllrs. P. Baker (PB), A. Barrett (AB), A. Knott (AK),  and
C. Ward (CW).    Cty Cllr A Maughan and Dist Cllr P Milnes were in attendance and there were 5 members of the public.

14/21.    Chair welcomed those present.

Public forum:  The majority of the public were in attendance regarding planning reference S21/0405 and the revised plans recently submitted.  They asked if there was any response to the request made of Highways; commented that there is no existing access; asked why there was no Anglian Water approval and commented that there was no scale shown on the revised drawings.  Clerk to write to Cllr Maughan regarding the Highways issues.
Mention was made of the Lower Road flooding which Cllr Maughan is aware of.  Mention was made of putting our agendas and minutes on the Next-Door website (agenda for next meeting).  The update to our Neighbourhood Plan was raised but deferred to that item on the agenda.

15/21.  Apologies for absence – Cllr S Rowland.

16/21.  Declarations of interest – There were none.
              
17/21.    Minutes of the meetings held on 13th May 2021 were read and amended slightly, and it was
resolved to accept them as a true record, and they were duly signed.

18/21. Dist Cllr P Milnes advised that the Downtown outlet was approved unanimously.  Leisure
Centres need maintenance and Market Deeping Leisure Centre has closed for safety reasons.

19/21. Cty Cllr Maughan – the highways interactive map is now live on the LCC website.  There is a
total of £60,000,000 funding for Highways.  Booking is no longer required for Waste Recycling
Centres.  It is Business Safety Week and Fire and Rescue are helping businesses (01522 555777).   
The National Bus Strategy is being looked at.  
Flooding on Lower Road has been investigated by Highways officers and the drain has been fixed –
the enforcement matter is ongoing.  It was proposed, seconded and agreed that the Parish Council
would support an application for reduction in the speed limit along Stubton Road.
Item 10 of the Agenda brought forward – Footpath 8 in Gelston.  The Neighbourhood Plan states
that the parishioners want footpaths maintained.  The footpath stops at a gate and goes nowhere
and the County Council does not think it is worth enforcement to end at a gate.  The footpath hasn’t
been walked for more than 20 years.  The map would need modifying and the landowner would
object.   LCC would end up with a cost in 6 figures and would make clear it was a Parish Council
request.

20/21.    Planning:
S18/0078 and S20/0098 – Brandon Wood Clay Shoot – Cllr Milnes advised that this application is still under consideration.  S21/0405 – new dwelling to the south of The Cottage, Lower Road, Hough –agreed that the clerk will record the residents’ concerns to SKDC;  S21/0466 – various alterations at Old Hall Barn, Brandon – approved; S21/0560 – replacement windows and extension at Lower Road, Hough – approved; S21/0730 – tree works at 12 High Road, Hough – approved; S21/0758 – approval of reserved details at Church Farm House; S21/0766 – Church Farm House – application to vary condition – approved; S21/0835 – new entrance and boundary wall at Grooms Cottage, Brandon – approved; S21/0871 – replace existing gate and posts and install railings at 12 High Road, Hough – approved; S21/1054 – tree works at Ashleigh, High Road, Hough – approved; S21/1263 – new store building at The Limes, Gelston Road, Hough – approved; S21/1283 – Hawthorn Cottage – various extensions – approved; S21/1286 – solar panels at Old Hall Barn, Brandon –approved; S21/1462 – tree works at 17 High Road, Hough – approved; S21/1467 – tree works at 4 Gelston Road, Hough – approved.

Neighbourhood Plan (NP) – Agreed that a member of the public involved with the original Neighbourhood Plan, together with Cllrs Ward and Knott will look at what needs doing to update our Plan, and report back.

21/21. Road safety/Highways – see Minute 19/21.

22/21. Footpath 8 – This footpath does not add anything to the views etc and it was therefore proposed, seconded and agreed that we would support closure of that footpath.  However, FP 9 must remain open.

23/21. Speed gun -Clerk to get a cost for a speed gun with speed recording and to enquire as to cost of training in the use of a speed gun.  Clerk also to get the cost of a SID including one that records data.  

24/21. Village gates – Clerk to get a price for two sets of gates for Hough.

25/21. Litter bins – clerk to enquire of Marston as to who empties their bins.  Clerk to also check that If a bin is put near the phone box in Gelston, will it get emptied by SKDC?

26/21. Playing field – all reports are up to date.  Weeds have been sprayed by AB and AK will deal with gate closure problem.  Clerk to update rota.
Enforcement

27/21.  Financial matters:
[a] Bank balances at 31.8.21 £5,213.35 (deposit a/c} and £5,623.74 (current a/c).   
[b] It was resolved to sign bank reconciliation/income & expenditure accounts at 31.5.21, 30.6.21, 31.7.21 and 31.8.21.    
 
28/21.    Correspondence:   note Vicki McLean had resigned.  There has not been enough interest
from Gelston parishioners so they will not be getting Broadband.  
VETS fridge magnets – VETS will provide artwork and AK will get prices.
